Haryana Changes Registration Rules For Sale Deed Of Property

The Haryana Government has made major changes in the process of registration of property / land sale deeds to plug the loopholes to check scam of alleged registries of properties. These scams occurred during the lockdown and it covers over 30,000 sale deeds executed without the mandatory No-Objection Certificates (NOC) from the Town & Country Planning & Urban Local bodies departments.

Chief Minister Manohar Lal Khattar had suspended six officials of Revenue Department, a Tehsildar and five Naib Tehsildars, posted in Gurugram district for having links to the alleged scams.

As per the new norms, the Revenue Department of the State has now decided to delete the words ‘Agriculture Class’ and ‘Area Limit’ in the new registration system for land within the control area or within the limits of Urban Local Bodies. Unique Identification (UID) numbers will be allotted to the properties by Urban Local Bodies within their jurisdiction and the seller will have to clear all liabilities of Civic Bodies before the transfer of property.

The District Commissioner approval will be required for Registration of Sale Deeds and He / She will be held responsible for any misuse or loopholes. Once the software approves the registry the District Commissioner will give final approval of sale deed after verifying the process and NOC. In case of any confusion, the Collector shall seek clarification from the concerned Department before approving or rejecting the deed.

“During the scrutiny of registries of last 8-9 months, many loopholes have been identified and to plug these loopholes and to ensure a transparent system, these changes have been made” said Deputy CM Dushyant Chautala. Haryana will be the first state in the Country to create a centralized system for its land records and plans to implement the new system of property registration by early next year.
